African American Testing
Initiative (AATI)
Please note: Florida has a very broad public records law. Most written communications to or from state officials regarding state business are public records available to the public and media upon request. Your e-mail communications may therefore be subject to public disclosure.
| The Florida Department of Health has the largest publicly funded HIV testing program in the
country, performing approximately 300,000 tests annually. The African
American Testing Initiative (AATI), which was implemented 09/30/2007,
plans to reach HIV infected persons, primarily non-Hispanic blacks, who
are unaware of their infection. We have chosen ten of Florida’s
67 counties for the AATI based on the racial/ethnic disparities
presented in our persons living with HIV/AIDS (PLWHA) data. In these
ten counties, the estimated number of infections among those unaware of
their infection was approximately 24,414, including 12,481 (52%)
blacks.
Statistics:
- Through 2007, there were
86,135 PLWHA in Florida, of which 50% were black.
- The Florida Department of
Health estimates that approximately 125,000 HIV-infected persons were
living in Florida in 2005, including about 20% who were unaware of
their infection.
HIV Testing:
- There are two types of HIV
testing: anonymous and confidential.
- Both tests are available to
anyone who requests them.
- Anonymous testing means a
person is given an identification number when being tested and only he
or she can be identified by that number. No name is ever recorded.
- Confidential testing means
that a person is asked to provide their name and other identifying
information before being tested. This information is kept in a
private medical file.
